Here is the flag of Lomza County in the Polish voivodship of Podlaskie. Flag and CoA adopted on 28 Sep 2006 by County Law "Uchwała Nr XXXVIII/219/06 Rady Powiatu Łomżyńskiego z dnia: września 2006 roku w sprawie: herbu powiatu i flagi powiatu".

Jörg Majewski pointed out that on the photos on row 4 and 6 the hoist is yellow - not red, as the flag looks on the top-row. The text on that page doesn't seem to include a flagdescription...
