| Article 1 | All member states must be completely committed to neutrality, and have a history of neutrality. Nations assuming temporary neutral status due to holiday, or with the malicious intent of manipulating the ANNV with any sort of anti-neutral agenda, will not be accepted. |
| Article 2 | All member nations must be independent and sovereign, and not the dependency or protectorate of any other nation, unless article 1 applies to the parent nation as well. |
| Article 3 | Should a nation lose or change their neutral status, or be taken over by another government, membership in the ANNV will be null and void. Nations under new government may then re-apply later if they fulfill all other requirements. |
| Article 4 | The ANNV will work in collaboration with, but not under the UNV, since the UNV contains non-neutral nations. |
| Article 5 | The ANNV will form an international mediation body, the International Neutral Justice Commission (INJC), which can be called upon by nations in conflict or argument to conduct an independent investigation, issue a referendum, etc., and arrive at a conclusive recommendation. |
| Article 6 | Nations who appeal to the ANNV will do so at their own free will, and in simultaneous appeal by whatever nation they are in conflict with. Both nations will agree to abide by whatever decision the INJC renders, and end their conflict based upon these decisions immediately. |
| Article 7 | The INJC will consist of whichever ANNV nations are available at the time of appeal to discuss the issues and work on a solution. This discussion will be directly between the members of the INJC, closed to the public, and should remain confidential. The rendered decision shall be agreed upon in principle by the INJC members, and then published in a public forum. Should a referendum be necessary, one member will be designated to generate the results in good faith. |
| Article 8 | Should there be any reason to believe that one or more of the member nations, although neutral, are participating in the ANNV to promote their own interests, or the interests of any other nation, membership will be suspended until confidence in that member is restored fully. |
